I can film in 24fps but I want more flexibility with 30fps. But if I want to convert to 24fps is it easy to change it to 24fps in Elements? In the save (export) and share part can I just choose a 1080p24 file format and it will convert it and look as good as if I shot it in 24fps?

1) Just change the frame rate in the header from 24 fps to 30 fps. The video will run 25 percent faster, audio will not. So they will get out of sync. Playback will be smooth.

If you're okay with exporting 24fps ("cinematic") video, you probably should switch to 24fps project ASAP. If you need to target 25fps or 30fps, then do a couple of re-timing try-outs and see for yourself if process of re-timing to your target fps just hurts way too much or not.
